Flyover fiasco runs up costs

The Maghbazar-Mouchak flyover is facing the music, while dabbling on excuses and extensions, making life in Dhaka city ever so in sync with the rest of the worst-livable city on the planet. One of the early flyover projects, it was approved in 2011 and started in February 2013 expecting a finish-line in December 2015, but now seeks extension till June 2017.
Costs have increased, albeit so has the length of the flyover. By June 2015, the slow paced work already completed 54% of the work spending almost a proportionate share of initial costs. From that early estimate of Tk 772 crore, it has risen by almost by Tk 446 crore. The new estimate stands at Tk 1,218 crore, a 56% increase. The government is supplying Tk 242 crore of funds. Saudi Fund for DevelopTment and OPEC funds have agreed to increase aid by US$15 million and US$6 million respectively.

This 8.25 km flyover has undergone a planned extension to 8.7 km, the extra length connecting the structure from Sonargaon level crossing, instead of FDC gate. It connects three sections: from Holy Family Hospital to Tejgaon, from Kakrail to Rampura and from Mouchak to Banglamotor – to ease traffic congestion between the capital’s north and south parts.

The flyover itself is stained with flaws. The upward ramps are shorter thus steeper than the downward exits. Heavy vehicles will face diificulty and potential un-use. Furthermore, designed by an US consultant, except for one, all turns are on the left, for left-hand driven vehicles, which is not the case with Bangladesh. If a redesign is considered, 60 built pillars have to be demolished, which is not feasible at the moment. Serious doubts may thus be cast about reliving congestion, since the Mohakhali flyover's left-hand drive design did little to ease traffic.
